Lompoc has a population of 38,107 and depends on solely on ground
water for its drinking water supply. The city has implemented
both voluntary and regulatory water conservation programs. A
city ordinance requires all new development projects to
participate in a retrofit program. As part of the construction
permitting process, developers of new projects are required to
either retrofit a specified number of households or businesses
with low flow toilets, showerheads and faucets or pay the city a
fee with which it administers a volunteer household and business
retrofit program.
